“Canada Pursues ‘Sovereign’ Data Centers Amid Challenges”

Canada is aiming to establish data centers that are not only physically situated within the country but also under Canadian control. This distinction is seen as crucial in reducing reliance on U.S. tech giants and ensuring that Canadian data remains subject to domestic regulations. However, as over 160 data center proposals are being reviewed in Ottawa to meet the increasing demands of artificial intelligence, the concept of “sovereign” infrastructure faces challenges regarding the level of control Canada can exert over facilities that may still depend on foreign hardware, clientele, and digital networks that transcend national boundaries.

Ritesh Kotak, a technology advisor and lawyer based in Toronto, highlighted the significance of this issue, calling it one of the most significant technology matters facing the country. Many nations, including Canada, heavily rely on U.S. tech companies like Amazon and Microsoft for digital and cloud services. Recent events, such as a Canadian citizen suing the U.S. Department of Homeland Security for allegedly seeking extensive personal information through Google, underscore the broad powers U.S. laws grant to access data.

The push to develop more Canadian-based AI infrastructure is influenced by concerns about data sovereignty. Telus has become the first successful applicant for the federal data center program, with negotiations ongoing. Minister of artificial intelligence and digital innovation, Evan Solomon, disclosed that new data centers supported by the federal government will have a sovereignty mandate. In the recent federal budget, $925.6 million was allocated over five years to bolster “large-scale sovereign public AI infrastructure.”

Telcom companies are optimistic about the momentum building around large-scale AI infrastructure development in Canada. Bell Canada’s CEO, Mirko Bibic, expressed enthusiasm about the growing ambition and energy to seize the AI opportunity in the country. The federal government and Canadian tech leaders are emphasizing data sovereignty’s importance, although questions linger about the extent of foreign involvement in Canadian data centers.

Building data centers in Canada alone does not resolve control issues, as not all equipment will be locally produced. For example, Telus’s new facilities will house over 60,000 graphics processing units from Nvidia. Solomon clarified that developers and operators of data centers will not be restricted to serving only Canadian entities, and various funding models are being considered by the federal government. The emphasis is on responsible control of infrastructure by Canadian companies rather than avoiding foreign technology altogether.

Louis Têtu, the executive chairman of Montreal-based Coveo, stressed the need for Canadian data centers to utilize top global technology while being managed by Canadian firms under Canadian governance. This approach aims to ensure immunity to geopolitical influences and safeguard national interests. While some privacy experts welcome the focus on data sovereignty, they await further regulations from Ottawa as part of the promised federal AI strategy.

Regulatory questions loom, including the potential restriction of foreign ownership in private sector companies involved in data centers and telecommunications. Challenges persist in keeping Canadian data within the country’s borders due to the fluid nature of digital traffic, prompting discussions on network isolation to maintain data integrity. Green Edge Computing, a Victoria-based startup specializing in small-scale data centers, emphasizes the significance of not only storing data locally but also controlling its digital pathways.
