The president of the union representing Canadian border officers has raised concerns about potential security vulnerabilities due to the government’s shift towards automating the refugee claimant process. The Canada Border Services Agency has strongly refuted these claims.
The focus of the debate is on the CBSA’s One Touch intake system, which came under scrutiny following remarks by Mark Weber, the president of the Customs and Immigration Union, during his testimony before the standing committee on citizenship and immigration. Weber expressed apprehensions about the diminishing level of face-to-face interactions at the border.
The One Touch model, introduced in 2022 and now implemented nationwide, aims to streamline the processing of “low-risk” claimants while efficiently handling a large influx of asylum seekers. Previously, asylum seekers completed their forms in the presence of an officer upon arrival, allowing for thorough scrutiny and verification of claims.
Weber highlighted that the current risk assessment under the One Touch system is superficial, lacking in-depth verification of claimants’ stories. Approximately 10% of claimants fail to complete the online forms, leading to challenges in tracking and removing them from the country.
In defense of the One Touch model, Aaron McCrorie, the CBSA’s vice-president of intelligence and enforcement, emphasized the multiple layers of defense in place. He explained that all asylum claimants at ports of entry undergo a comprehensive risk assessment to determine admissibility and identity verification.
McCrorie underscored the rigorous process of cross-referencing names and biometric data against security databases for enhanced screening. While acknowledging that no system is flawless, he reiterated the presence of additional defense mechanisms to reinforce border security.
Conservative immigration critic Michelle Rempel Garner expressed deep concerns about the potential shortcomings of the new system and emphasized the need for further information. The government has committed to boosting border security by hiring 1,000 additional border officers as part of its strategic plan.
