Canada’s transportation regulator has ruled that WestJet is creating obstacles for travelers with disabilities by restricting certain power wheelchairs from its aircraft. The regulatory agency has mandated that WestJet eliminate its 136-kilogram weight limit on mobility aids by July 2027. Until then, the airline is advised to utilize spreader plates to evenly distribute the wheelchair weight in the cargo hold and arrange alternative travel options with other carriers.
The issue was raised by Winnipeg resident Steven Fletcher, a former federal minister of state for transport, after he was prevented from flying with his customized wheelchair between Winnipeg and Toronto. Fletcher and other advocates argue that the weight restriction has limited air travel accessibility and discriminated against individuals with disabilities.
WestJet has refrained from commenting on the matter, citing ongoing regulatory considerations. The transportation agency is expected to issue a final decision on the notice period that passengers using mobility aids must provide the airline.
Last year, WestJet defended the weight limit as crucial for flight safety, explaining that it was determined after a technical assessment of cargo hold weight limits on its Boeing planes. The debate revolves around the appropriate accommodation for power wheelchair users, with safety concerns and regulations cited in support of the weight restrictions.
Advocates highlight the significant impact on individuals reliant on their wheelchairs and note that most airlines have more lenient weight restrictions. Instances like Fletcher’s experience of having to use a different wheelchair on a trip due to weight limitations resulting in physical discomfort have underscored the challenges faced by individuals with disabilities.
The imposition of weight limits for power wheelchairs by WestJet and Flair Airlines has drawn criticism, with advocates pointing out that other major North American airlines do not have such stringent caps for similar-sized aircraft. While airlines argue that these policies are necessary for safe loading and stowage, advocates stress the need for accessible air travel for all individuals.
American Airlines faced a similar situation in 2020 and eventually reversed its weight limit policy following public outcry and advocacy efforts. Advocates emphasize the importance of ensuring equal access to air travel, especially on routes where limited airline options exist. Fletcher emphasized that freedom of movement within one’s own country is a fundamental right, not a privilege.
