“Community Ice Rink Maintainer Faces City Dispute”

Stéphane Villeneuve has dedicated over three years to maintaining an ice rink at Parc Desnoyers in Gatineau, Quebec. However, a disagreement with the city has left him contemplating whether he should continue his efforts.

Villeneuve, a member of the non-profit group Vision Multisports Outaouais, has put significant time and effort into the rink, even adorning a nearby skate shack with sports posters and sponsor advertisements. These sponsors not only support the maintenance of the rink but also contribute to providing treats like hot chocolate for skaters.

Following a meeting with city officials, Villeneuve shared that he was instructed to remove the shack’s decorations and restore it to its original state within a week, citing city policy violations. Feeling disheartened, Villeneuve expressed that his work is primarily for the enjoyment of children.

Villeneuve believes the city’s deadline of October 10 is unreasonable and has indicated that he may cease his efforts if the city remains firm in its demands. MP Steven MacKinnon has expressed disappointment over the situation and is advocating for a resolution to preserve what he describes as the “rink of dreams” that attracts hockey enthusiasts from various backgrounds.

Councillor Daniel Champagne, representing Gatineau’s Versant district, is also actively seeking a solution to prevent the rink from closing. The City of Gatineau has clarified that while they appreciate the contributions of non-profit groups like Villeneuve’s, they must adhere to safety and branding standards, including refraining from sponsorships within municipal facilities without prior approval.

The city has offered Villeneuve a reprieve, acknowledging the challenges he faces in meeting the demands immediately. They have proposed a gradual transition to comply with regulations by the winter of 2026-27.
