The Canadian government is set to introduce an automatic tax filing system for low-income individuals and establish a permanent national school food program as part of an upcoming federal budget aimed at supporting vulnerable citizens. Prime Minister Mark Carney unveiled these initiatives during a press conference in Nepean, Ontario, where he also pledged to extend the Canada Strong Pass through the holidays and into the summer of 2026.
Carney emphasized the need for responsible decision-making to safeguard programs that aid the most marginalized members of society and create opportunities for progress. The automatic tax filing system was initially proposed by the previous government in 2020 and will now be implemented to assist low-income Canadians, many of whom do not file tax returns despite being eligible for various federal benefits.
Key benefits that could be accessed through the program include the GST/HST tax credit, Canada child benefit, Canada workers benefit, Canadian disability benefit, and the disability tax credit. Carney highlighted that failing to file taxes can prevent those in need from receiving essential benefits.
The automatic benefits filing system will gradually enroll individuals with simple tax situations, starting with approximately one million people in 2027 and expanding to reach up to 5.5 million low-income Canadians by 2029. While the government plans to make the national school food program a permanent fixture, Conservative House leader Andrew Scheer expressed concerns over the proposed timeline, suggesting that the implementation should be expedited.
In addition to the tax filing system and school food program, Carney announced the extension of the Canada Strong Pass to cover the upcoming holiday season and the summer of 2026. The pass offers discounts on various attractions and services, aiming to boost tourism and make cultural sites more accessible to the public. The pass has been credited with increasing VIA rail ridership and visitor numbers to parks, museums, and historic sites.
