Brent Bowden was shocked when he discovered a banana peel on his pickup truck in June 2024. Being an African Nova Scotian Truro Police constable, Bowden was familiar with the historical use of banana peels as a racist gesture towards Black individuals, including athletes. Curious about how the peel ended up on his truck, Bowden highlighted the racial implications associated with Black people and monkeys in connection with bananas.
Surveillance footage from Truro Police Service revealed two officers leaving the detachment in the rain, with one carrying a banana. Subsequently, the officers threw the peel from the police vehicle, landing it on Bowden’s truck. Following the incident, Bowden has not returned to work, leading to complaints under the Police Act and a dispute with his union over representation.
The Truro Police Service and Town of Truro took the incident seriously, with Police Chief David MacNeil promptly informed and internal meetings held to address the matter. Despite an internal investigation finding no evidence of intentional wrongdoing, Bowden expressed dissatisfaction with the lack of disciplinary action against the officers involved.
Bowden lodged a complaint with the Office of the Police Complaints Commissioner against the officers, although no misconduct was found under the Police Act. While the investigation acknowledged Bowden’s perspective, it concluded that the threshold for sustaining the allegation was not met. Efforts have since been made to enhance police training on topics like cultural competency and unconscious bias in response to the incident.
With no set return-to-work date for Bowden, a dispute arose regarding temporary earnings replacement benefits suspension, which was later deemed inappropriate by a Workers’ Compensation Board hearing officer. Bowden’s plea for a public apology from the town, his union’s refusal to represent him, and ongoing legal matters have further complicated the situation.
Despite the challenges, Bowden remains determined to share his story and advocate for change, emphasizing the need for accountability and support within the workplace.
