Ontario’s health minister has terminated a form of public funding for all nurse practitioners as the province failed to meet a federal deadline for ensuring coverage of their essential services. Provinces and territories had until April 1 to guarantee funding for nurse practitioner services comparable to that of doctors, with penalties set to take effect in 2027 for noncompliance.
Despite advocating to close a perceived loophole in the Canada Health Act allowing nurse practitioners to operate subscription-fee-based clinics outside the public system, Ontario has not yet formulated a plan to comply with the federal mandate. Health Minister Sylvia Jones expressed commitment to meeting the directive by April 2027 but did not specify a timeline.
Nurse practitioners in Ontario, who are registered nurses with advanced education, work in various settings but face limitations in establishing new nurse practitioner-led clinics or independent practices in the public system. They have expressed interest in flexible funding models akin to those available to family doctors, but the prospect of changes to billing codes is currently not being considered by the province.
Michelle Acorn, CEO of the Nurse Practitioners Association of Ontario, emphasized the need for financial autonomy for nurse practitioners, questioning why they do not have the same options as other healthcare professionals. She highlighted the constraints in how nurse practitioners are remunerated, hindering their ability to contribute effectively across the healthcare system.
Calls have been made for the government to reimburse individuals who have paid out of pocket for nurse practitioner services until public funding is extended. Political critics have voiced concerns over missed deadlines and the impact on Ontarians seeking access to primary care. Health Minister Sylvia Jones aims to ensure all residents are connected to a primary care provider by 2029, with recent proposals for new primary care teams yet to specify the extent of nurse practitioner involvement.
