Nearly half of Quebec’s senior residences housing individuals at risk of wandering lack the mandated security measures, a discovery made by Radio-Canada. The recent tragic incident involving the death of an 88-year-old woman near a senior’s residence in Laval, Quebec, has drawn attention to compliance issues with regulations introduced by the Health Ministry in 2022.
According to Article 24 of the regulation on the certification of senior residences, operators of category 3 and 4 facilities are required to install security devices to alert staff when residents prone to wandering exit the building without supervision. Category 3 residences cater to semi-independent seniors with limited care services, while category 4 residences accommodate seniors with moderate to severe autonomy loss, necessitating both personal assistance and nursing care.
Despite the deadline extension to July 2025 for certain residences, data from Santé Québec reveals that over 550 private senior residences are yet to implement the mandated security systems. Among these, 512 category 3 residences are compliant, while 520 are not. In category 4 facilities, 289 have the required security devices while 56 do not.
The Regroupement québécois des résidences pour aînés (RQRA) expressed little surprise at the statistics, citing financial constraints faced by many residences. This situation raises concerns about the impact of stricter regulations on autonomous residents’ freedom of movement.
Pierre Lynch, president of an advocacy group for Quebec senior’s rights, emphasized the urgency of addressing compliance issues as the aging population and cognitive challenges increase. He suggested exploring technological solutions like tracking chips in clothing triggering door locks or door buzzers to alert staff of potential exits.
Acknowledging the challenges faced by certain residences, Seniors Minister Sonia Bélanger highlighted ongoing reviews to ensure compliance with the regulations. Despite the costs associated with implementing anti-wandering systems, advocates stress the importance of prioritizing residents’ safety over financial considerations.
The unfortunate incident in Laval is not an isolated case, echoing previous incidents where seniors suffered fatal consequences due to inadequate security measures. The need for closer oversight and enforcement of certification regulations to prevent such tragedies is paramount, emphasized by coroner reports and advocacy groups.
