“Federal Budget Doubles Union Training Funds, Introduces Tax Credit for PSWs”

The forthcoming federal budget will see a doubling of funds allocated to a union training initiative and the introduction of a refundable tax credit for personal support workers (PSWs). The government aims to enhance union-based apprenticeship training for Red Seal trades by increasing the federal Union Training and Innovation Program (UTIP) funding over three years. The Liberal Party has long pledged to double UTIP from $25 million to $50 million annually, with Conservative Leader Pierre Poilievre making a similar commitment during the campaign.

Secretary of State for Labour John Zerucelli stated, “Our new government is investing in Canadian workers, creating high-quality careers and expediting project completion.” The new temporary tax credit for PSWs will enable eligible workers to claim a refund on their taxes amounting to five percent of their eligible earnings, up to a maximum of $1,100 per year for five years. Details on eligibility criteria were not disclosed in the initial news release.

Zerucelli emphasized, “PSWs remain among the lowest-paid healthcare workers, and this tax credit is a concrete way to show genuine respect for those who care for our loved ones daily.” Minister of Jobs and Families Patty Hajdu revealed that the PSW tax credit is supported by $1.5 billion over five years.

Veteran PSW Kelly Stephenson highlighted the financial struggles faced by healthcare workers like herself, noting that many PSWs barely make ends meet even after covering essential expenses. The funding for union training and the new tax credit form part of a series of budget initiatives announced by Zerucelli, leading up to Prime Minister Mark Carney’s budget presentation on Nov. 4.

In addition to the union training and PSW tax credit, the budget includes plans to allocate $97 million over five years for a fund to validate foreign credentials and impose new restrictions on non-compete agreements in employment contracts for federally regulated businesses. Prime Minister Carney has hinted at potential sacrifices in the upcoming budget, which is anticipated to encompass a climate competitiveness strategy, a novel immigration plan, and an international talent recruitment strategy.

The Liberal government will require support from at least one other party to pass the budget, as it is a confidence vote. Failure to pass the budget could lead to another election, according to Liberal House leader Steven MacKinnon in an interview on Rosemary Barton Live.
